fixed #36 - Store times in UTC

create a util method to get time with the UTC TimeZone currentTimeInUTC in Util.java
- adapt formatInUserTZ to display time with the local TimeZone
create method sinceInUserTZ, to display JavaExtensions.since result with the local TimeZone rather than the UTC TimeZone
