FWIW, I was able to install the plugin from the update site on a fresh download of Oxygen on macOS.
No problem with installation here either.
This seems to be a Windows issue: I too had no problems installing on macOS. These Windows quirks are starting to pile up. Sadly my Windows desktop is way more powerful than my MacBook Air.
Who here has a Windows box to test this on?
I tried installing from the update site on my Windows VM running Windows 10 and it failed too but with a different error:
Cannot complete the install because one or more required items could not be found.

This problem seems resolved after performing a clean install of Eclipse 4.7.1 (September update). Closing.
Using the update site https://ceylon-lang.org/eclipse/updatesite/, the process ends in failure.
Windows 10, JDK 8u121
