The Science PMC approved the release on 9/1/20.

I submitted an IP Log: IP Log for Eclipse Triquetrum (science.triquetrum) 0.4.0

Below are the steps necessary for the release

• [x] 1. Create a project release page. Done, see Eclipse Triquetrum 0.4.0
• [x] 2. Get PMC approval for the release. Done, received email on 9/1/2020 from Greg Watson
• [x] 3. Have your IP log approved. In progress, see IP Log for Eclipse Triquetrum (science.triquetrum) 0.4.0
• [ ] 4. Schedule a release review (for anything other than a bugfix release) See 0.4.0 release review
• [ ] 5. Update your documentation, web page, etc.
