The 3.11.0 is released and available on the Eclipse Repository. (Caused by an failure on changing in the build process, the release on the Eclipse Repository is without javadoc. The one on maven contains it.)

The tools and actinium are also available on the Eclipse Repository.

The 3.11.0 is released is also pushed to Maven Central but it will take some time, until it gets available there.
