[Cybersecurity VP] Activity Explorer issue when updating activities with a VP contribution #73

Steps to reproduce with Cyber Security VP:

  1. Create Cyber security project, open activity explorer => PA layer is visible
  2. Open a diagram editor
  3. Now deactivate REC/RPL tool from capabilities .. apply changes
  4. Switch back to Activity explorer => PA layer not visible
