Support for installable libraries #1416

I would like to allow ship some pre-defined libraries together with an addon. I would thus need to package these libraries as platform:/plugin resources. Capella should allow to reference such deployed/installed libraries from within models.

And if it installs with the update site, one can usually assume that the dropins will also work, unless there's a bug in the packaging mechanism.
