Provide extension Point and interface to contribute to transitions #2769

since requirements has been removed, some addons needs to be contributed the same behavior than before, by basic-vp

current case = basic-vp and sss In order not to add a dependency between these 2 addons, the interface and extension point shall be in capella

Actually there is no need for such contribution as there are already existing extension point that do the job
