Multiple Issues when FunctionChainReference/PhysicalPathReference/ScenarioReference has no target #2829

Lacks robustness on use cases where FC / PP / Scenario Refs have an empty target (target = null)
Few semantic browser queries throw NPE
Navigation on double click throw NPE : it should instead open the properties wizard
Open Diagram/ Tables menu gives a choice amongst all available diagrams : it should not be visible instead
