Invalid precondition to reconnect functional exchange

If the Functional Exchange is involved in a Functional Chain, the precondition returns true in any circumstance.

Steps to reproduce:

1. Create a LAB diagram
2. Insert 3 Logical Components
3. In each component insert one Logical Function
4. Create a functional exchange between 2 functions
5. Create a functional chain involving the functional exchange from step 4
6. Insert a INFunction Port in the third funtion (not involved in FC)
7. Reconnect the functional exchage having as target the new port inserted in step 6.
