.cli_temp_dir creation on fresh install #304

Allow to fix directory creation .cli_temp_dir on a fresh install and when jenkins-cli.sh is used by another project like ci-admin.

Approving the PR results in a 500 error.

Merging (without approval) fails without an error.

Will try again tomorrow.
