Add a JIRO link in the header with a link to the jiro github repo #386

Add a link in the header to the JIRO repository specifically the instance configuration as code.

This aims to help projects understand their instance is configured as code, and even if they are not admin, they can access some configuration data.

With the existing instances, the file /userContent/theme/title.js has to be removed from the storage.

It's pretty. I'd make the "sources" be "Source", i.e., title case.
