Add Vulnerability Reporting Policy #77

This commit adds SECURITY.md to inform contributors and users of the Vulnerability Reporting Policy for the Trace Server Protocol.

I updated the policy name to Eclipse Foundation Vulnerability Reporting Policy to match other SECURITY.md files in other repos.
