[k8s plugin] Include Draft into the Kubernetes Che Plugin image #13348

Kubernetes Che Plugin provides several commands to bootstrap the applications using Draft.

Need to include Draft into the plugin image and test the corresponded commands. If it doesn't work well need to create follow-up issues.

Draft support is not critical, this is a low priority at the moment. If plugin does not handle missing Draft binary gracefully please report it upstream
