As a user I want to have a clear UX / error message when my CDE is failing to start due to full PVC #23195

Currently, if PVC is full workspace will fail to start with this error message:

UX is not user-friendly atm. We need to improve UX / error messaging and provide options / guidance how the startup can be fixed
