https://github.com/eclipse-che/che-release project contains outdated information and some release steps are not properly docummented

Describe the solution you'd like

every step, whether it is triggering an automated workflow, or manual review must be declared in the respective phase
every project must have clear instructions on how the workflow is started, what are its pre-requisites and how released artifacts are verified.
