This PR will add a nightly ci to build CycloneDDS-Insight installer.

Still in draft, i need to test the files. But in order to do that the azure pipeline has to be added to this project @eboasson could you do that?

@eboasson This PR is ready for Review. In case of merging please merge via squash-merge.

Can you please rename / create new Pipeline on azure?
- /azure-pipelines.yml: from eclipse-cyclonedds.cyclonedds-insight to Build and test
- /.azure/nightly-release.yml: to Nightly-Release
