Fix issues related to fuzzer tests #207

This fixes a number of issues related to the failing fuzzer tests on CI:

Add parameters in format_exception call for Python 3.9 compatibility
Fix a memory leak in py-idlc
Fix key test for mutable members in type builder

I've added another commit that solves the CI test issues for the Windows builds, and a commit that replaces the InvalidSample contents, see commit messages for more details.
