Carve out best practices #20

The working group decided Aug 22nd that this repository should only contain the core spec and not the best-practices section. It might be worthwhile to create a separate repo under the eclipse-dataspace-protocol-base github-org.

The repo is created, but the content is still here. It should be transferred and then we can close this issue.
