Docs build broken with newest Sphinx release #1540

Problem Description

Currently Documentation build is broken since Sphinx update 7.3.x

Sphinx PR: https://github.com/sphinx-doc/sphinx/pull/12298 Breathe issue: https://github.com/breathe-doc/breathe/issues/981

Potentially downgrade Sphinx to < 7.3.0. until issue is fixed.

master: #1541 5.13: 5.12:

We should be able to remove the restriction again.
