Register staging repo name for top level pom deployment #14

per http://central.sonatype.org/pages/choosing-your-coordinates.html domain owner is the right person to request creation of groupId repo at sonatype's nexus. Request can be filed at https://issues.sonatype.org. Once this is done, I can ask sonatype to give me write access to this repo...
