Health Monitor's reportJoinedAndReadyState doesnt send local cluster view event in master node #31

In Health Monitor, the reportJoinedAndReadyState method does not send out a local clusterViewEvent notification when the sender is the assigned Master. This is a useful notification even in the case where master node's consuming application requires such a notification.

Fix is understood
