NLS:ERROR SHOWS IN SERVER ADMINISTRATION PAGE IN FR

1. Set browser language as en; 2. Click Server(Server Administration) from left tree; 3. There is errors related to jsf in the page. Pls check picture attached. 4. Set browser language as fr-FR,and the same issue happens.

In the generated index.jsf, there is "serveur (serveur d'administration)" in content. Maybe the single quote causes this issue.
