SERVERINSTADMINPASSWORD.JSF SHOWS WITH ERROR WHEN CREATE ADMIN PASSWORD

1. Set browser language as en; 2. Login Admin console; 3. Click Domain and switch to Administrator Password tab; 4. Enter a string as password and click Save button; 5. URL turns to "http://localhost:4848/common/appServer/serverInstAdminPassword.jsf" with error. Pls check picture attached. 6. Set browser language as fr-FR, and the same issue occurs.
