old version of JakartaRegexp in appserv-rt.jar

when using a third-party library (qtill from qenta payment solutions) an exception occurs (Syntax error: Too many bracketed closures (limit is 10)). when i replaces the classes in package org.apache.regexp in appser-rt.jar with the classes provided from jakarta (version 1.5) the library works fine. see bug http://issues.apache.org/bugzilla/show_bug.cgi?id=16592.
