MQ should provide mechanism to force manual log rotation

Problem statement

Although there is now a better log rotation in MQ5.0 compared to MQ4.x, there is still not possible to issue a manual log rotation

Please consider adding:

a) Adding a JMX log rotation and log reopen function

b) Do consider if imqcmd can have such a function for cases that does not go thru JMX.

— PS: — Note as a whole the logging feature on MQ5.x for better management should keep mind the following (deficiencies in MQ4.x)

• Log rotate with timestamps suffix (log.txt_)
• Log rotation with keeping X number of copies
• Able to force a log rotation or log reopen (the latter is good for manual log management using logrotate/logadm)
• JMS Client-side libs should have more fine grain log for specific function to control. (Similar if possible for broker end) [If this is integrated to JULI, and having JMX, it may be controllable dynamically]
