STM32L Template #60

Creating a STM32L project from an STM32F project is pretty tough without a template. Thanks.

for the future, a packs based wizard is considered. but it'll take some time.

Can we get STM32 prioritized and maybe a release with functionality for those packages?

Today we have TrueStudio 9 for STM32 full featured and completely free, but we won't get SPL support...
