[Releng] Target platform needs a new Orbit repository #198

The Orbit repository currently used by the Target Platform definition has been deleted:

https://download.eclipse.org/tools/orbit/downloads/drops/I20220131095416/repository

So the TP needs to be updated to find its requirements at one or more new Orbit repositories. See also discussion on the Eclipse mailing list for background information:
