iox-#2011 Apply cpptoml patch only if not yet applied

Notes for Reviewer

Currently a warning is printed when the patch could not be applied. This could be either due to incompatible source or because the patch was already applied. This PR checks whether the patch can be reversed and applies it only if it is not the case. A failure will then definitely be caused by an incompatible source.
