iox-#1295 Bump version to v2.95.3

This PR bumps the iceoryx version to v2.95.3.

It also updates the release script to remind to check for the version in MODULES.bazel. Unfortunately, this cannot easily be automated.

Finally, there is also a simplification for the bazel workspace dependency handling. The same approach will also be used in iceoryx2.
