We must now decide if we set the discussions or issues, in a "contributor experience" repository dedicated to the contributors, of if we let them in the .github repository (which is more used by the mentors)...

Now that we have https://github.com/eclipse-ide/contributing with issues and discussions enabled, we probably should disable issues and discussions for this repository again, shouldn't we?

@opcoach I have now further reworked the help.md and made the chat the last resort. Ideally we make the doc so good that interested people can help themself. WDYT?
