Update ecj man page #1222

File ecj.1 is the man page for the standalone compiler ecj. It was last updated in 2017, but at least debian still distributes it as part of the ecj package, see

It would be fair if we did another round of refreshing this document.

Two observations in debian:

They have patches that did not make it back upstream (to us): https://udd.debian.org/patches.cgi?src=ecj&version=3.16.0-1
They haven't updated their package since 3.16, see: https://tracker.debian.org/pkg/ecj
