Add documentation for GitHub #3

Here's a PR that adds documentation for GitHub for JSDT.

The main problem with this PR is that the description is copied from the Eclipse project information. The current description is outdated and should be updated to cover the following points:

the role of of Wild Web Developer
the relation of this project to Wild Web Developer
why this project is still needed

Unfortunately, I don't know enough about the project to write such a description.

Due to the way our build works, where a clean build of the HEAD commit is required to produce any aggregate, this will have to be on hold unless/until issue #2 is resolved.
