Prepare documentation pages for the Update Manager message specifications

Documentation pages shall be prepared for the following Update Manager message specifications:

• Desired State specification
• Desired State Feedback specification
• Device Inventory specification

The pages has to be placed in a docs folder at root level in the repo.
