Integration / template configuration for:

The work in this PR has reached a point where the principal setup works, basic readme have been added.

But the full workflow is not yet implemented, as this depends on the build infrastructure being moved to Eclipse Foundation (or larger GitHub Runners), which is an open help desk issue on EF side.

I'd like to merge this content (there is no conflict with existing conflict), as to not lose the work. The work needs to be continued once the build setup is there. In the meantime, documentation on the public Leda website can be added and updated accordingly.
