Migrate to EPL 2.0

Description

Anticipating a EPL 2.0 question at the next release review, let's move to EPL 2.0 as discussed on modisco-dev where all committers and some students have agreed to relicense under 2.0.

As per Bug 535493#c1 this can mostly be done by two mindless replaces. A further mindless replace can add " and others." to the copyrights.

Code changes pushed to master for 2019-12M3.

Time to get the EMO to flip the switch tto alow the legal files to be replaced.
