Created attachment 160455\ Primary toc for MoDisco user guide

MoDisco Help Content is being structured again : help content will be generated from MoDisco wiki pages.\ To do so, here is a new plugin which will provide the primary toc referencing other documentation plugins.\ This plugin will also centralize javadoc generation.
