@mjmeijer this PR adds codecs, but as we added new 3rd party jat, it requires IP review. IP team may be busy now and we cannot expect them to react during 24h (the time we have before the final release contribution) So, only miracle (represented by @waynebeaton) can help us.

We can think about service release after IP review will be done.
