[oomph] Improve Oomph setup on Mars SR0

Description

Bugzilla to track "issues"/improvements arisen from recent Oomph-based installation:

Development project:

• Entry to specify Java6 location -> Move it ask for the Java7 one.
• Required QVTd plugins should be installed in the TP to run CS2AS tooling
• API base line is still Luna one (look Bug 468152)
• Ed reported some requirements to work with the doc generator (look 468622)

Releng project:

• Some bucky tooling can't be installed from tools/buckminster/updates4-4 -> Change the repo to use updates4-5

Most minor issues solved. Comments:

• A missing sources locator has been added: ${ocl.git.clone.location/doc}
• The API base line is being resolved as part of this bug. Bug 468152 will remain open to track the removal of the the 16Mb file (as soon as Oomph improves API base line definitions.
• Bug 468622 will be managed separately.

Forgot to mention. Running ocl.build will probably require last (master) QVTd plugins in WS, so I did not added any QVTd feature plugin to TP after all.
