Are these strings translatable or not?

There is no

eclipse\plugins\org.eclipse.ocl.examples.editor.ui\plugin.properties

Transiently between M6 and M7 there was an

eclipse\examples\org.eclipse.ocl.examples.editor.ui\plugin.properties

It does not survive into M7.

Since the examples are in the ocl.master-feature, but not in the ocl.all-feature that contributes to Helios, I'm not clear why you are translating examples at all.
