Enhance EPP.setup to clone the .github repository #160

Clone the .github repo and name/qualitfy it packaging.github.
Provide tasks to create .project, .gitigore, .settings folder.
Enhance targlet to import the .github project.
Create a working set for the org.eclipse.epp.github project.
Enable linking preference; importing fails without that enabled.
