The EPP project should contain a changelog or similar so that consumers can (more) easily see what is included and changed.

This is instigated by #27 - but should really cover (have covered) items such as #19 too.

The N&N link needs to be added to the release record of EPP (e.g. https://projects.eclipse.org/projects/technology.packaging/releases/4.29.0) so that it is collated into the main N&N page (https://eclipseide.org/release/noteworthy/)

I confirmed with Olivier (Eclipse webdev team) that https://eclipseide.org/release/noteworthy/ is dynamically generated from the PMI so there is no deadline to get this done, other than it would be best to have this done in time for the release, hence Wed 13th.

I added the N&N link to PMI for 2023-06 and -09 - which means it now shows up on https://eclipseide.org/release/noteworthy/
