What?

Initiate a rough draft for PASS developer guidelines documentation. This rough draft will be refined by the PASS team.

Why?

This will help align the team with the best practices and help onboard new developers to our workflows/processes as a team.

Acceptance Criteria

Written document that will belong in our GitBook community documentation. It applies to the JHU developers and potential external developers as well.

Initial rough draft is mentioned above, however there is a deviation from editing in the PR and that document; however they are similar.
