Setup GitBook External Site #1032

What?

Get a public URL for our pass documentation and configure GitBook to host our external facing PASS documentation

Why?

In order for 3rd parties to read our documentation a public URL and configuring GitBook is required.

Acceptance Criteria

An accessible public website for PASS documentation

Discussion w/ Bill: Use this url for the docs site - https://docs.eclipse-pass.org/

May need to open ticket with Eclipse since they own that domain. Ask Jeff first and if not then check w/ Eclipse if they own it and have control it.
