Fix Pass Documentation Pass Core API header and Missing Page for Prod/ops #1064

What?

Pass Documentation fixes:

The Pass Core API header does not have an overview section and links directly to DOI page. This causes the DOI API page header to adopt the API header.
Prod/Ops section is missing the next steps/institution configuration page in the SUMMARY.MD and this is causing it to not display in the navigation.

Why?

These fixes will provide a better user experience.

What must be true for this work to be considered complete and correct? Include if applicable.

Additional Cleanup:

docker-compose should be docker compose in this doc.
Remove the deployment roadmap page
