Integrate the PASS slack and email list to ensure notices and announcements sent via email are posted in slack as well #1075

Project announcements made in the PASS email list should also be posted in Slack (for maximum visibility). This task is to integrate the two in a way that avoids the need for posting in two places. For example, set up a slack email plugin then subscribe the #general channel in slack to receive the mailing list posts.
