Fix deployment action to respect ref selected #1083

What?

Fix the deployment action in https://github.com/jhu-library-devops/JHU-PASS-Deployment so that when a ref is selected it is used.

Why?

Currently the ref is ignored and HEAD is used so you can't deploy a certain version.

How?
