Tailwind CSS is a modern CSS framework that is commonly used in UI projects https://tailwindcss.com/
It provides much greater control over styling than Bootstrap does
Related to #553 and could be a sub-task of that effort
The work here would not be trivial, but it would be preferrable to do this in advance of users getting into the PASS system
