Nihms Login Troubleshoot #991

What?

Resolve issue with the PACM login.

Why?

This is needed to generate new API token for the nihms-loader.

How?

Reach out to NIHMS and JURA.
Test login creds
May need to reset password

Acceptance Criteria

Able to login and generate new API Token.

Issue was that the ERA commons password expired. Possibly a new policy for ERA commons password and it expires every 6 months. Reset password here: https://public.era.nih.gov/commons

New API token has been generated and currently works in staging.
