upgrade to Jetty 12 #1251

Platform 4.30 (SimRel 2023-12) comes with Jetty 12, which breaks our LIC Jetty and downstream bundles.

We need to upgrade to Jetty 12

Well, we did. However we may have issues for downstream bundles.
