[#1368] Improve the target platform, including that for the baseline

• Use org.apache.commons.commons-csv from orbit-aggregation 2024-06.
• Update baseline to the 2024-03 release sites.

I think the API baseline was badly out of date and did not reflect the contents for the 2024-03 release.

I'm trying to get all projects off of older Orbit update sites, so added this bundle to Orbit:
